Bali's foreign tourist levy has been in force since 14 February 2024. It is a flat IDR 150,000 per person, about $9, paid once per visit to the province. The amount has not changed in 2026, and the main thing that has changed is the pressure on people who skip it.
Gate fees at Tegenungan, the Monkey Forest or Tirta Empul are a different matter. Here is how the levy works, how to pay it, and where it sits next to the costs of a day out from Ubud.
The quick answer
The levy is IDR 150,000 (about $9) per foreign visitor per visit, paid online on the official Love Bali website or app, or at a payment point such as the airport counter. You get a QR voucher; keep it on your phone. No tour on this site includes it, not even the all-inclusive options: those cover gate fees and lunch, not provincial taxes.
How much is the Bali tourist levy in 2026?
IDR 150,000 per foreign visitor, about $9. It is the same amount it was at launch on 14 February 2024.
The levy is charged by the Province of Bali on international visitors. It is a one-off payment for your visit, not a daily charge, and it has nothing to do with your hotel bill. Indonesian citizens do not pay it.
On a day trip to Tegenungan it is by far the biggest single fee you will meet, bigger than any gate ticket. The table puts it next to the 2026 prices at the stops most Ubud tours make.
| Fee | Price (2026) | Who collects it |
|---|---|---|
| Bali tourist levy | IDR 150,000 per foreign visitor | Province of Bali, once per visit |
| Tegenungan Waterfall | IDR 30,000 adult, IDR 15,000 child | Village ticket booth, cash |
| Sacred Monkey Forest, Ubud | IDR 130,000 adult, IDR 100,000 child (3 to 12) | Sanctuary, card or cash |
| Tirta Empul | IDR 75,000 adult, IDR 50,000 child | Temple, at the gate |
| Tukad Cepung | IDR 30,000 | Village, cash |
How do you pay the Bali tourist levy?
Online on the official Love Bali website (lovebali.baliprov.go.id) or app, ideally before you fly. Payment counters at Ngurah Rai airport and some big attractions take it too.
Open Love Bali, enter your passport details and arrival date, and pay by card. A QR-code voucher comes back by email. Screenshot it. Officers who run spot checks ask for that code, not for a receipt.
Most people who pay do it this way: according to The Bali Sun, Governor Wayan Koster said 96% of the 2025 payments were made before travellers flew in. If you forget, there are counters in the arrivals hall at the airport and payment points at sites such as Uluwatu and Tanah Lot. Check the address before you type your card number: the official site ends in baliprov.go.id.

Is the Bali levy included in tour prices?
No. None of the Tegenungan tours on this site include it, and that goes for the all-inclusive options too.
All-inclusive on a Bali day tour means the gate fees at the stops, sometimes lunch and a jungle swing. The private Ubud tour lists entrance fees, lunch at d'Alas and the Ubud Jungle Swing on its All-Inclusive option. The provincial levy is a tax on you as a visitor, and an operator cannot pay it for you, because the voucher is tied to your passport.
Treat it as a travel document, like your arrival card. Pay it once, then forget it. Our Tegenungan entrance fee guide covers what the tours do include.

Check dates for the private Ubud tourHow many tourists pay the levy, and what happens if you don't?
About a third. In 2025 roughly 2.4 million of 7.0 million foreign visitors paid, raising IDR 369 billion. Unpaid visitors caught at a spot check pay on the spot.
Compliance has barely moved since launch. The governor's figures, reported by The Bali Sun, are below. Officers from the Bali tourism office run spot checks at major sites, ask for the QR voucher and make anyone without one pay by card there and then.
The province's answer is to make paying automatic. Koster says he is working with airlines, ministries and booking platforms such as Trip.com, Traveloka, Agoda and Booking.com to fold the levy into the booking process. Until that happens, paying is on you. Two minutes online beats an argument at Tanah Lot.
| Year | Visitors who paid | Share | Raised |
|---|---|---|---|
| 2024 | About 2.1 million of 6.3 million | 32% | IDR 318 billion |
| 2025 | About 2.4 million of 7.0 million | 34% | IDR 369 billion |
What did the governor's May 2026 letter to tourists say?
He thanked the visitors who paid, urged the rest to pay through Love Bali, and asked everyone to follow the island's do's and don'ts.
In an open letter published in May 2026, Wayan Koster tied the levy to culture and the environment: the money goes to protecting Balinese culture, the environment and tourism infrastructure. The letter ends with a line that is now on a lot of posters: "Bali, the Island of the Gods, Our Home, Belonging to All of Us. Let Us Preserve It Together."
He also reminded visitors that the do's and don'ts are compulsory, not a courtesy. Those are the rules you will actually bump into on a Tegenungan day.
Which do's and don'ts matter on a Tegenungan day?
Dress modestly at temples, stay out of inner courtyards, leave sacred trees alone, keep plastic out of the river and pay in rupiah.
The rules come from the governor's Circular Letter No. 4 of 2023. The ones that apply on an Ubud tour:
- Modest dress at holy places. The Beji temple next to Tegenungan, Tirta Empul and the temples inside the Monkey Forest all count. Most drivers carry sarongs.
- No entry to inner temple courtyards unless you are there to pray, in Balinese dress.
- Do not climb or touch sacred trees, the big banyans in the Monkey Forest included.
- No litter in rivers or springs and no single-use plastic. The Petanu below Tegenungan is a sacred river.
- Pay in rupiah and change money only at authorised changers. Gate booths want cash.
- Licence and helmet if you ride a scooter, and licensed guides and registered vehicles if you hire.
Breaking them can end in deportation. Dressing for the temples also covers the waterfall: see what to wear on an Ubud waterfall tour.

The Ubud classics plus the jungle swing, with all gate fees included. You pay the levy once and carry no ticket cash.

Is the Bali tourist levy included in my tour price?
No. Tours include gate fees on their inclusive options at most. The IDR 150,000 levy is paid by each visitor on Love Bali or at a payment point.
Can I pay the Bali levy after I arrive?
Yes. The Love Bali website and app work at any time, and there are payment counters at Ngurah Rai airport and at some major attractions. Paying before you fly is quicker.
Is the Bali levy still IDR 150,000 in 2026?
Yes. It has been IDR 150,000 per foreign visitor since it started on 14 February 2024.
What do I show if an officer asks for proof?
The QR-code voucher Love Bali sends after payment. Keep a screenshot on your phone in case you have no signal.
